A. 23-1069 REQUEST TO ADOPT RESOLUTION NO. 2584, ADOPTING AN INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION (IS/MND), AND MITIGATION MONITORING AND REPORTING PROGRAM (MMRP) UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) FOR A TRANSPORTATION ENHANCEMENT AND ADA IMPROVEMENT PROJECT AT PALOS VERDES DRIVE NORTH (PVDN) AND LONDON LANE (DAPPLEGRAY ELEMENTARY SCHOOL ENTRANCE), WITH FUNDING BY A MEASURE M FUNDING AGREEMENT MULTI-YEAR SUB REGIONAL PROGRAM WITH THE LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACMTA); AND, APPROVING THE PROJECT
I believe the proposal of the passing lane will encourage excessive speeding behavior for vehicles to pass traffic on the right (as is frequently done at pv dr north & rolling hills rd & pv dr north & crenshaw) & encourage continued aggressive ‘road rage’ (often seen at the merge of two lanes to one by dapplegray lanes). It doesn’t make sense to encourage bad driving behavior at the entrance of an elementary school, where many children walk, bike & scooter to school using the sidewalk. As well as the entrance to baseball facilities- commonly used by families on weekends. Feels very unsafe.
