E. 23-1587 PLANNING APPLICATION No.: PA-250169; ADDRESS: Citywide; APPLICANT: City of Rolling Hills Estates; DESCRIPTION: An Ordinance of the City of Rolling Hills Estates, California, amending and restating Chapters 17.56, 17.80, and 16.06, of the City of Rolling Hills Estates Municipal Code pertaining to the regulation of Accessory Dwelling Units, Urban Dwelling Units, and Urban Lot Splits. The proposed ordinances have been determined to be exempt from the California Environmental Quality Act (CEQA) under California Code of Regulations Title 14, Chapter 3, Section 15282(h), as this action will implement the provisions of Sections 65852.1 and 65852.2 of the Government Code as set forth in Section 21080.17 of the Public Resources Code, and Government Code section 65852.21(k) (the ordinances are not a "project" under CEQA). Memorandum from: Jeannie Naughton, Community Development Director Recommendation: That the Planning Commission open the public hearing; take public testimony; open the public hearing; discuss the issues related to Zoning Text Amendment ZTA 250205; close the public hearing; and adopt Resolution No. PA-250169, recommending to the City Council the adoption of amendments to Chapters 16.06, 17.56, and 17.80 of the Rolling Hills Estates Municipal Code pertaining to Urban Lot Splits and the regulation of Accessory Dwelling Units and Urban Dwelling Units, and determining the code amendments are exempt from the California Environmental Quality Act.
