The memo lumps all Category 3 users together and uses assumptions instead of data about usage patterns. Cat. 3 is fewer than 25 people and should be surveyed directly. Memo does not adequately disclose methodology, making it difficult to assess what costs are included. Facility users excludes a massive national horse show that probably isn't possible without city resources that are all allocated to Cat 2 and 3. The report doesn't address how any proposed fee would affect revenue (those without physical property may just leave the area).
This memo raises more questions than it answers.
I am writing to express my opposition to the continued taxpayer subsidization of equestrian services as a broad public benefit is clearly not demonstrated.
While I value our city’s equestrian character, these services provide a private benefit to a specific group of users and businesses. It is not equitable for the general public to bear the 'significant cost subsidy' identified in this report. I urge the Committee to recommend a rapid 'step-up' strategy toward 100% cost recovery to ensure fiscal responsibility and fairness for all residents.
