A. 23-0758 PLANNING APPLICATION NO. PA-240055; ADDRESS: 6 BRANDING IRON LANE, ROLLING HILLS ESTATES, CA 90274; APPLICANT: ELIZALDE BUENDIA; DESCRIPTION: A request for a Neighborhood Compatibility Determination (NC-240066) and a Variance to allow an 81 square foot addition to project beyond the forwardmost building line (V-240056) and a Minor Deviation to allow a decrease in the front yard of not more than ten percent (MD-240057). The Project was reviewed in accordance with the California Environmental Quality Act (Public Resources Code § 21000 and following: "CEQA") and the State CEQA Guidelines (14 CCR § 15000 and following) and was determined to be Categorically Exempt under Class 15 of the State CEQA Guidelines, Section 15301(e)(1) (Existing Facilities). The project is consistent with the minor alteration of an existing private structure and does not expand the existing residential use. Memorandum from: Whitney Berry, Senior Planner Recommendation: Staff recommends that the Planning Commission; 1. Open the Public Hearing; 2. Take public testimony; 3. Discuss the issues; 4. PA-240028; ADDRESS: 12 CELESTE PLACE, ROLLING HILLS ESTATES, CA 90274; APPLICANT: JOEL GUINTO, ALFRED DESIGN, INC.; A request for a Neighborhood Compatibility Determination (NC-240029) and approval of a Grading application (G-240030) for the demolition of existing retaining walls, construction of one replacement retaining wall and cut of a slope with a vertical height of five feet at its deepest point, all at the rear of the property. The Project was reviewed in accordance with the California Environmental Quality Act (Public Resources Code § 21000 and following: "CEQA") and the State CEQA Guidelines (14 CCR § 15000 and following) and was determined to be Categorically Exempt under Class 3 of the State CEQA Guidelines, Section 15303 New Construction of Small Structures.
