A. 23-0461 PLANNING APPLICATION NO. PA-230406; ADDRESS: 1 STAGECOACH ROAD, CA 90274; APPLICANT: KELSEY FAIR, FAIR STUDIO; A request for approval of a Grading application (G-230357) for the import of 206 cubic yards of earth materials for the fill of a slope with a vertical height of more than three feet at its deepest point at the rear of the property, to allow for the construction of an Accessory Dwelling Unit (ADU). Memorandum from: Katrina Kawagoe, Assistant Planner Recommendation: Staff has worked with the applicant over a few months to address the requirements of the Municipal Code, including Neighborhood Compatibility and Grading requirements. As summarized in the report, staff is able to support the project as presented. Staff recommends that the Planning Commission approve PA-230406 (G-230357) with the conditions outlined in the staff report. The Project was reviewed in accordance with the California Environmental Quality Act (Public Resources Code § 21000 and following: "CEQA") and the State CEQA Guidelines (14 CCR § 15000 and following) and was determined to be Categorically Exempt under Class 3 of the State CEQA Guidelines, Section 15303 New Construction of Small Structures.

PA-220386; LOCATION: 39 EMPTY SADDLE CLUB; APPLICANT: MICHAEL HASEGAWA (ON BEHALF OF VERIZON WIRELESS); A request for a Conditional Use Permit (CUP-220387) for a new stealth telecommunication facility featuring a 64'-high monoeucalyptus structure located toward the rear of the property including 17 antennas (8 panel antennas, 4 CBRS antennas, 4 C-Band antennas, and 1 microwave antenna) and 16 wireless radios on 4 arrays, a 342 square-foot lease area that features 3 equipment cabinets, 1 generator and will be fully enclosed with an 8'-high CMU wall. Memorandum from: Katrina Kawagoe, Assistant Planner Recommendation: Open the Public Hearing; Take public testimony; Discuss the issues; Close the Public Hearing; and Adopt Resolution No. PA-220386, determining in accordance with the California Environmental Quality Act (Public Resources Code § 21000 et seq.: "CEQA"), that the Project is Categorically Exempt under Class 3, Section 15303(a) - New Construction or Conversion of Small Structures, and approving the CUP for the project.
